Executive Delivery Team – Terms of Reference

SUMMARY

The Executive Delivery Team exists to ensure that the plans set out by the LEB in relation to the BiG programme are delivered effectively and efficiently.  We have recently developed slightly revised terms of reference, which require endorsement by the Board.
 

1. Recommendation

That the Board approves the ToR as presented at appendix 1.
 

2. Background

2.1 The EDT works very effectively and the terms of reference are straightforward.  The only actual practical change they bring in is that the membership relating to the Neighbourhood Enterprise Champion project should be restricted to the project (contract) lead, Burngreave New Deal.  In the recent past, colleagues from other agencies such as SOAR, ZEST and Manor and Castle have attended.  We believe that this is no longer necessary now that BND’s lead is clear and that steering group arrangements are in place for NEC project (through which the other areas can channel their concerns and comments.
 
2.2 This change will help to keep the group to a manageable size and will in no way affect the delivery of the programme in the areas concerned.
 

Annex 1

BiG Executive Delivery Team - Terms of Reference

1. Remit

The BiG Executive Delivery Team is the principal vehicle for interpreting the strategic direction of the Local Economy Board in order to ensure that all projects funded via the BiG [Local Enterprise Growth Initiative] remain strategic, effective and efficient throughout their duration.  Specific responsibilities of EDT members are to:
 
  • Outline and discuss relevant issues including: strategy and policy changes that have a potential impact on the BiG programme; and programme and project performance.
  • Account for individual project performance and be responsive to requests for further detail from other members of EDT.
  • Brief project staff on key discussions and decisions made at EDT meeting that impact on their work practices.
 

2. Leadership & Membership

The Director of Local Economy at Sheffield City Council or his/her delegate shall chair EDT.
 
The remaining members of EDT comprise members of City Council’s Local Economy Team and the identified project leads from each project directly funded via the BiG (LEGI) programme.
 
Current membership is listed in Appendix A.
 

3 Governance and Accountability

The BiG Executive Delivery Team is accountable to the Local Economy Board and to the City Council in its role as accountable body for the BiG programme.

Declaration of Interest

Members are required to declare any personal or prejudicial interest at each meeting.  The guidelines for declaring interests are available on request.
 

Frequency of Meetings

Executive Delivery team meets 6 times per annum in the month between Local Economy Board meetings. 
 

Administration

The Local Economy team (Team BiG) provide leadership and administrative support.
